Leadership & governance

Leadership shaped by experience. Guided by integrity.

Hengki Wijaya, S.H.

Director, PT Anugerah Bahari Pasifik

Maritime Experience · Legal Education · Industry Leadership

  • Current Chairman, Indonesian Manning Crew Agency Association (IMCAA)
  • Documented Chairman of the Marine and Fisheries Division, APJATI DPP structure

Great leadership begins with understanding the people and industries one serves.

For Hengki Wijaya, S.H., that understanding was shaped long before his responsibilities as a corporate director. His professional journey began in the maritime world, where he experienced firsthand the discipline, resilience and responsibilities required of those who work at sea.

From maritime experience to corporate leadership

That experience provided a perspective that continues to influence his approach to leadership: behind every international employment opportunity stands an individual, a family, an employer and a responsibility that must be managed with care.

Building on his maritime background, Hengki developed his professional career in the manning and recruitment industry, with experience dating back to 2005.

His journey reflects a transition from understanding maritime work firsthand to participating in the management and development of the workforce placement industry.

A leadership perspective strengthened by legal education

As international recruitment becomes increasingly complex, industry experience alone is not enough. Responsible workforce placement also requires an understanding of regulatory obligations, contractual responsibilities and worker protection.

Hengki complemented his professional experience with formal legal education, earning a Bachelor of Laws degree from Universitas Pancasakti Tegal, Indonesia.

This combination of practical maritime knowledge and legal education informs his leadership approach at PT Anugerah Bahari Pasifik, where regulatory awareness, responsible recruitment and transparent business relationships are important principles of corporate governance.

Governance & partnerships

Building trust across borders

At PT Anugerah Bahari Pasifik, Hengki’s leadership perspective brings together three important dimensions: firsthand maritime experience, long-standing involvement in the recruitment industry and formal legal education.

Together, these foundations support a business philosophy that values professional accountability, respect for workers, regulatory compliance and sustainable relationships with international partners.

For ABP, international recruitment is more than connecting workforce supply with employer demand. It is a responsibility to establish dependable processes, communicate transparently and build partnerships that can withstand the expectations of an increasingly interconnected global workforce industry.

Leadership is ultimately measured not only by the opportunities a company creates, but also by the responsibility it demonstrates in managing them.

Active services

Five workforce lines, and one program kept separate.

The active services are capture fisheries, domestic services, hospitality, manufacturing, and construction. Aquaculture for the Republic of Korea, category E-7-3, is an ongoing program. It is farm work, and it is not fishing-vessel crew.

  1. 01 Capture fisheries Fishing-vessel crew, including longer LG voyages and shorter SG voyages.
  2. 02 Domestic services Caregiver, domestic helper, housekeeper, and babysitter.
  3. 03 Hospitality Hotels, resorts, restaurants, and guest operations.
  4. 04 Manufacturing Factory, production, assembly, quality, and warehouse roles.
  5. 05 Construction Welding, scaffolding, pipe fitting, and the other documented trades.

How ABP works

Five stages of responsible placement.

From recruitment interest to post-placement support, each stage follows the employer brief, applicable requirements, and the licence that authorises the activity.

  1. 01
Recruitment ABP receives employer requirements, screens candidates, verifies documents, and conducts interviews against a named workplace and role.
  2. 02
Training Competency preparation is coordinated according to the assignment. Where regulated training is required, ABP works with licensed training partners rather than presenting itself as the sole training provider.
  3. 03
Deployment Departure preparation covers briefing, medical and document coordination, employment agreements, and the visa process required by the destination.
  4. 04
Placement Workers are placed into approved international employment programs subject to selection results, employer acceptance, and applicable regulations.
  5. 05
Monitoring After placement, ABP maintains contact with the employer and the worker, provides a complaint channel, and supports contract closing and return administration.

Responsible recruitment

How the work is read.

A defined role

People are proposed for a workplace that has been described. A sector name is not an open vacancy.

No invented result

Preparation follows the assignment. It is not a promise of a visa, a placement total, or a named foreign employer.

The licence named

SIP3MI, number 91202065914550006, covers KBLI 78102, the selection and placement of workers abroad, while the business continues. It does not, by itself, authorise every placement. A separate SIP2MI is referred to in the annex and is not shown here.

Ship manning, separately

SIUKAK 56.56 – R TAHUN 2024 is a ship-manning agency licence. ABP completes the annual verification it requires, and the licence remains in force. It does not cover every sector or destination.
